Kansas Constitution Provides Abortion 'Rights,' Court Rules

The Kansas Supreme Court blocked a law that would have banned the most commonly used procedure for second-trimester abortions, arguing that the state Constitution protected the right of women to "decide whether to continue a pregnancy." The court sided in a 6-1 majority with the plaintiffs in the case, two physicians who performed the procedure, in a sweeping ruling that opens the door for abortion rights activists to challenge a series of other restrictions that the state's Republican-controlled Legislature has enacted. South Carolina House Passes Heartbeat Bill

The South Carolina House passed a bill that would ban abortions after a fetal heartbeat is detected, which is sooner than some women may know they're pregnant. State representatives voted 64 to 22. It's called the "fetal heart beat bill." This would take affect around six weeks, which is typically when a fetal heartbeat can be first detected in the womb. Gov. Henry McMaster, a Republican, is a strong supporter of this legislation. South Carolina is just one of several state legislatures taking up this measure. Read more...

Kansas Governorette Vetoes 'Reversal' Bill

Kansas' new governor vetoed a bill that would require doctors and abortion clinics to tell their patients about a disputed treatment meant to stop a medication abortion. The veto from Gov. Laura Kelly, a Democrat, sets up a showdown with a Republican-dominated legislature that appears to have the two-thirds majorities needed in both chambers to override the veto. The bill would require abortion clinics to display a sign notifying women that they could stop a medication abortion by taking the hormone progesterone. Read more...

Oklahoma Passes Abortion Pill Reversal Law

Senate Bill 614 requires that, at least 72 hours before dispensing Mifepristone as well as after the initial dose, abortionists must inform women in writing that it may be possible to reverse the effects of the first dose as well as where they can find help in doing so. Refusing to provide the information would be a felony, and any facility that refuses to post the information would be subject to a $10,000 fine. The bill passed the House 74-24. Read more...

Florida House Passes Parental Consent Law

Florida House lawmakers passed legislation Wednesday to require pregnant minors to obtain a parent’s consent before they can have an abortion. State representatives passed House Bill 1335 in a 69-44 vote after a lengthy and sometimes heated debate. Florida currently requires that a parent be notified before a girl under age 18 has an abortion. The bill would strengthen protections for minors and their unborn babies by requiring a parent’s consent. It includes exceptions for medical emergencies as well as for situations where there is evidence that the minor is being abused by a parent. The state Senate is considering similar legislation. Tennessee Pastors Sign Letter Supporting Abortion

A group of Tennessee faith leaders publicly declared their support for abortion on demand in a letter urging pro-life Gov. Bill Lee to oppose heartbeat legislation. More than 150 religious leaders signed the letter calling for abortions to be kept legal and easily accessible in Tennessee. This spring, state lawmakers have been considering several pro-life measures, including a bill to ban abortions after an unborn baby’s heartbeat is detectable and another to ban abortions completely once Roe v. Restrictions Are Lowering Abortion Rates

There is a substantial body of academic research demonstrating that the incidence of abortion is sensitive to its legal status. The best study on this subject was published in the Journal of Law and Economics in 2004, specifically analyzing Eastern-European countries after the fall of Communism. Some countries, such as Romania, liberalized their abortion laws while others, such as Poland, instituted legal protections for the unborn. The study held constant a range of economic and demographic variables and found that modest abortion restrictions reduced abortion rates by 25 percent. Stronger limits had an even larger effect. I was shocked to learn that state and national teachers’ unions collude with Planned Parenthood. They use teacher dues money and resources — behind our backs and against our wills — to bring the abortion industry into our schools. Many of our nation’s public schools require teachers to instruct children as young as 12 on how and where to obtain birth control — including the morning-after pill and abortions — without parental knowledge or permission. Arkansas Lawmakers Pass 72-hour Waiting Period

Arkansas lawmakers have sent the governor legislation requiring women to wait 72 hours before having an abortion, one of the strictest waiting periods in the country. The majority-Republican Senate approved the proposal to expand the current waiting period of 48 hours by a 29-5 vote. The bill now heads to Republican Gov. Asa Hutchinson, who plans to sign it into law. Read more...

Supreme Court Turns Down Pro-Life Appeal

The U.S. Supreme Court rejected a bid by pro-life activists to narrow a Planned Parenthood lawsuit accusing them of illegally recording video of abortion providers to try to falsely show the illicit sale of aborted fetal tissue for profit. The justices declined to hear an appeal by the activists of a lower court's refusal to toss out fraud, invasion of privacy and other claims under California law made in the civil lawsuit by Planned Parenthood, a women's healthcare and abortion provider. Activist David Daleiden and his group, the Center for Medical Progress, had argued they were exercising their right to free speech under the U.S. Constitution in surreptitiously making the recordings.
